The Danish assistance for capacity building in biosafety includes various initiatives in different countries. Examples include the following:

1) GMO workshop January 2001 with participants from Estonia, Latvia and Lithuania concentrating on the practicalities of managing the requirements to administering the European Union Directives on GMOs - risk assessment, the permit system, institutional corporation, public participation. Organized together with Baltic Environmental Forum and co-ordinated with the Dutch funded "CEE Biosafety" capacity building project. Donor: DANCEE - for further information contact: hsj@sns.dk

2) Regional Baltic project on GMOs is under preparation by the Danish National Environmental Research Institute - as a follow up to the GMO workshop January 2001. Expected donor DANCEE - for information contact: ppo@sns.dk

3) "Explanatory Guide to the Cartagena Protocol on Biosafety". The project is carried out the IUCN Environmental Law Centre and the Foundation for International Law and Development (FIELD). The aim of the guide is to facilitate understanding of the legal obligations of Parties under the Protocol and to assist in capacity building and raise awareness of the Protocol with the hope of speeding up its ratification and implementation. Drafts of the guide will be presented and reviewed at two or three international workshops during 2001/2002 and comments will also be sought through extensive mail consultations. 4) Study tour to Denmark for experts from Thailand in administration, risk assessment and research in GMO/LMO agricultural products, July 2000. Presentations made by the Danish Ministry for Environment and Energy (Danish Forest and Nature Agency), the National Environmental Research Institute, the Danish Plant Directorate, the Danish Veterinary and Food Administration and participation from private Danish GMO-companies. 5) Danish participation in Workshop on "Improvement of Biosafety Regulation and Administration of the Genetically Modified Organisms (GMOs)" 5-8 June 2001, Bangkok, Thailand. Donor: DANCED - for information contact: m.dyhr@att.global.net

6) A project developed to support the Conservation and Environmental Management Division (CEMD) of the Malaysian Federal Ministry of Science, Technology and the Environment is under preparation by DANCED. The project will assist CEMD/Malaysia in its efforts to develop its capacity vis-à-vis international environmental agreements. The capacity building activities will address both Malaysian participation in international negotiations and Malaysian national implementation of commitments under IEAs. To strengthen national institutional capacities for managing GMO/LMO regulations.
To build human resource capacity and to facilitate public participation.

Objectives
To assist establishing administrative systems and capacity building to manage GMO/LMO regulation and risk assessment (implementation of EU-directives/Implementation of the Cartagena Protocol on Biosafety).
